Introduction

Debating is about developing your communication skills. It is about assembling and organizing effective arguments, persuading and entertaining an audience, and using your voice and gestures to convince an adjudicator that your arguments outweigh your oppositions. Debating is not about personal abuse, irrational attacks or purely emotional appeals. Debating is about how we think, not what we think. Debating is not about saying that we are right and someone else is wrong. Debating is not about saying that there is a right and wrong. Debating is not claiming that there is an ultimate truth, but it’s about attempting to get there by seeing both side of the stories.

We should get rid of all our preconceived opinions before debating. We should realize and keep in mind that whatever our beliefs and convictions may be, there would always be people who have a different opinion. Theoretically, anything can be debated.

Atticus Finch (“To Kill A Mockingbird”) said: “You can’t understand a person until you walk a mile in his shoes.” What’s important is how debating takes you to understand both side of the stories. Debating is the intellectual check and balances. It keeps us away from blind ignorance, dogmas, etc.

A debate is held between two teams of three members each. These two teams will be referred to as the Affirmative and the Negative. Members of each team are assigned positions as 1st, 2nd, and 3rd speakers. For each debate, a motion is given. After the motion is given, teams are given thirty (30) minutes to prepare for each debate.

    2.General

    ITS-open English Debate Competition (IEDC) 2012 is an english debate open tournament held by ITS Foreign Language Society (IFLS) as part of INOCHI 2012. The competition is open strictly to eligible participants living in East Java Territorial, and regarding the high demand it also eligible for those who living beside East Java Territorial. The language of the competition shall be English. The purpose of the competition is to facilitate the exchange of ideas among vast variety of debaters in East Java and to catalyze the growth of young generation of debating.

    The set of rules and regulations established in this document will govern the 2 nd IEDC, and it is the full prerogative of the host institution to interpret and ammend. Any ammendment regarding the regulation is to be announced on the Technical Meeting and is still subject of change during certain conditions in the competition. The decision of committee with respect of these rules will be final and binding.

    3. Eligibility

  • Individual eligibility
  • Following the competition’s parliament format, each team consists of 3 people. Individuals in the team eligible to enter the competition are derived into 4 types:

    1. Active Junior High School students

    2. Active Senior High School students

    3. Active Varsity students

    4. General participant : individual not belonging to any institution (example: alumni or debate enthusiasts) living in Indonesia.

    Individual types 1, 2 and 3 are required to submit their institution identification cards as evidence of their membership in the institution represented. Individual type 4 is required to submit his identification card as evidence to the domicile restriction.

  • Team eligibility
  • Individuals meeting the individual requirements described above, is by definition eligible to ally into teams. With respect to the openness of the competition, the eligible teams fall into 2 categories:

    1. Institutional team

    Institutional team consists of members who come from the same institution. Each institution may send 2 team for maximum (1 team will be prioritized and another one put as waiting list) , @ N1 adjudicator coming from the same institution.

    2. Coalitional team

    Coalitional team is composed by speakers from different institutions, or individual type 4. This team is also obligated to send N1 adjudicator. Coalitional team is considered to be a representation of each individual in the team instead of institution. Thus, it is compulsory for this team to submit a name representing themselves. For example: Team Champs consists of individual type 1, type 2 and type 2, while the adjudicator is of type 4.

  • The committee has the full authority to deny registration to participants failing to meet the requirements.
  • It is highly recommended that all sessions are attended by constant composition of people (though not in the same order).
  • 4. Format of Championship

  • Rules of the competition are based on the General Rules of the Australasian Parliamentary Debating Style, with portions of time as given:
  • a. Substantive speech : 7 minutes (1 knock at the 6th minute, twice at the 7th minute, continuously at 7.20 minute)

    b. Reply speech : 5 minutes (1 knock at the 4th minute, twice at the 5th minute, continuously at 5.20 minute)

  • The tabulation for the preliminary rounds will apply the break-and-slide power pairing. This particular pairing system will be detailed in the technical meeting.
  • The competition is conducted in 2 phases: Preliminary phase and Eliminary (knockout) phase. The preliminary phase consists of 4 preliminary rounds, and the eliminary phase is as follows: Octofinal, Quarterfinal, Semifinal and Grandfinal.
  • Case building time is 30 minutes
  • A team is considered as committing a walk out (WO) if the team is absent until a maximum of 15 minutes after case building time.
  • The adjudicator accreditation takes place on the day before the competition.
  • 5. Registration

  • Registration is open at March the 12th and is divided into 3 phases:
  • 1. March 12th – March the 16rd (12.00 am): Rp 450.000,00 (1 team and 1 adjudicator)

    2. March the 17th – March the 30th (12.00 am): Rp 500.000,00 (1 team and 1 adjudicator)

    3. March the 31st – April 12th (12.00 am): Rp 550.000,00 (1 team and 1 adjudicator)

    4. March the 12th – April the 12th (12.00 am): Rp 200.000,00 (only 1 adjudicator)

  • Registration is closed either after April the 12th or when the team cap is reached.
  • Teams that are considered as registered are teams who have done the payment. Thus, teams making a booking without paying is least prioritized as registered. Slots are allocated on the basis of first come first served.

  • Once ones have completed the transfer, they are required to notify the committee by contacting one of the contact person: Mansur and Winny
  • Once the committee has confirmed the transfer, teams will be notified via e-mail.

    Interested institutions are requested to send the names of their contact person and their participants to: foreignlanguageits.wordpress.com.

    6. Motions

    we don’t provide any prepared motions (all motions are being impromptu), so it would get your adrenaline up till the day of the competition.

    7. Technical Meeting and Adjudicator Acreditation

    General rules, pair matching for 1st preliminary round and adjudicator accreditation will be held on April the 13th, 2012 at Institut Teknologi Sepuluh Nopember Campus, Sukolilo Surabaya. Further information regarding the exact room of the technical meeting and adjudicator accreditation will later be informed. Teams who don’t attend the technical meeting of IEDC lose their right to express their critics towards the deals made in the technical meeting, and are therefore considered as agreeing to the decisions made in the technical meeting. Adjudicator accreditation is compulsory for N1 adjudicators.
